FCC AND ASTALDI executed of the work BASARAB OVERPASS" in Bucharest

The Basarab overpass will be built by the Italian-Spanish consortium Astaldi S.p.A- FCC Constuccion SA, according to an announcement made yesterday by the commission that assessed the offers. Seven consortia took part in the bidding organized by City Hall. Offers close to the winning one include that of Italian J.V. Pizzarotti &CS- Tirena Scavi, which asked for 112 million euros and planned 30 months of construction time. Greek company Mochlos presented a 104 million euro offer with a 30 months construction time. The technical solution is "radically different" from the initial project. The solution was selected, as it was the cheapest and had the least construction time. The overpass will be built in two years and four months and costs have been estimated at about 113 million euros without VAT. City Hall allocated 178 million euros for this project. "The project attracted strong companies and the competition was tight.

"Choosing a winner was a tough decision as 60 percent of the score being granted was for the financial offer and the rest for the technical aspect of the project," said City Hall Director for Transportation Gheorghe Udriste. A number of 58 companies bought the task book for the bidding announced in March, but only seven submitted offers. Compared to the initial project submitted by former mayor of Bucharest Traian Basescu, the project is longer by one kilometer and 100 million euros more expensive. According to the project approved by City Hall in November, the passage was supposed to have 1.9 kilometers, from the Nicolae Titulescu road to Grozavesti road. City Hall officials justify the 12 million euro increase in the investment compared to the project approved in September last year by the increase in the surface of road construction, from 170,000 square meters in the original project to the current 640,000 square meters. The new areas included in the construction project are the Nicolae Titulescu, Calea Plevnei, Calea Giulesti and Soseaua Orhideelor streets. City Hall has already allocated important amounts for their rehabilitation.
